The Department of Justice and Community Safety is seeking a Manager, Compliance and Enforcement to provide a critical role within the Tobacco Regulation Project (TRP).

About the Business Unit

The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, the TRP has been established to deliver the Government's commitment to implement a tobacco regulation and business licensing scheme.

Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria will implement a tobacco business licensing scheme and regulator to strengthen tobacco regulation. From 1 July 2025, tobacco retailers and wholesalers will be able to apply for a license to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including compliance, enforcement and broader regulatory powers, will come into effect in 2026.

About the Role

Reporting to the Director, Licensing and Compliance, the Manager, Compliance and Enforcement leads the management and delivery of the tobacco business compliance functions for the tobacco regulator, including:

  • Leading the establishment of compliance and enforcement teams including overseeing all aspects of recruitment, onboarding, and training to ensure the teams are successfully resourced, and equipped to safely achieve operational objective.
  • Leading the development of and adherence to new policies, procedures, and operational frameworks to ensure consistent and effective service delivery.
  • Contributing to the implementation of a risk-based licensing and compliance framework to promote compliance with tobacco legislation.
  • Overseeing compliance and enforcement functions, including the efficient delivery of an inspection program and high-quality compliance and enforcement actions.
  • Providing strategic direction and expert advice to the Director, Licensing and Compliance and senior stakeholders on operational and regulatory risks, compliance issues, and legislative requirements.
  • Building and maintaining effective and collaborative working relationships with key stakeholders and partners.

The role operates within a complex and dynamic environment that requires sound judgement and the ability to develop and maintain effective relationships with key stakeholders, using influence and negotiation skills to support the provision of clear advice to deliver effective, timely actions.

Core to being successful in this role will be your capacity to understand new subject matter quickly, demonstrate appropriate initiative, and an ability to write accurate, timely and audience-appropriate documents and briefings.

As the Manager, Compliance and Enforcement some of your duties will include:

  • Lead and manage the establishment of compliance and enforcement teams, developing and implementing policies, procedures, and operational frameworks to ensure consistent, effective and safe service delivery and workforce planning.
  • Oversee operations, resources, and performance to ensure the teams deliver high-quality and outcome focused services and outputs, including investigations, inspections, and enforcement action.
  • Continual monitoring and evaluation of risk-based compliance strategies and operational procedures aligned with tobacco legislation.

About you

To be successful in this role, you will have:

  • Demonstrated knowledge and understanding of contemporary compliance and enforcement operations within complex regulatory environments.
  • High-level communication (written and verbal) and interpersonal skills, with the ability to liaise and negotiate effectively at senior/executive levels, to resolve complex and sensitive issues.
  • Strong understanding of, or the ability to quickly acquire knowledge of, tobacco industries and their regulatory frameworks, with a sound appreciation of government social and economic objectives, particularly strategic regulatory priorities.

Qualifications

  • A qualification in public administration, regulatory studies, law or other relevant discipline is desirable.
