ROCC for Women (ROCC) is seeking an experienced Service Operations Manager to join our small, dedicated and energetic team based in Nowra for up to 4 days per week. We are looking for applicants with a collaborative mindset, experience working with community organisations and either a relevant tertiary qualification in operations management, finances, and/or human resource management, or a minimum of 3 years experience in service management.
ROCC (Shoalhaven Womens Resource Group) provides long-term case management to support women 18 years and over who have had contact with the criminal justice system and/or where alcohol or other drugs is impacting negatively on their lives, who are homeless, at risk of homelessness or their tenancy is at risk. Our case management is trauma informed and offers tailored, flexible supports and a wraparound, holistic approach for women.
ROCC is funded by a mix of contributors, and the key responsibility of the Service Operations Manager is to ensure contracted and accreditation obligations are met. This will involve the day-to-day management of the ROCC for Women program operations including finances, maintaining external stakeholder relationships, policy and procedure development, and human resources.
ROCC is a small organization with a relatively flat structure. The Service Operations Manager works alongside and collaboratively with the Team Leader who is responsible for managing case workers and overseeing the provision of services to ROCC for women clients. The Service Operations Manager and the Team Leader both report to the Board.

The Selection Criteria for the Service Operations Manager are:
- Female (Shoalhaven Women’s Resource Group considers being a woman is a genuine occupational qualification for this position under s31 of the Anti-Discrimination Act 1977 (NSW)).
- Demonstrated experience in working with a community based, community development or not for profit organisation, and genuine empathy for groups experiencing adverse situations.
- Relevant tertiary qualification in operations, finances and/or human resource management, or demonstrated relevant experience in service management.
- Excellent leadership skills and demonstrated ability to work collaboratively and co-manage an organisation.
- Demonstrated ability to work work autonomously with minimal supervision, and with a multi-disciplinary team.
- Demonstrated experience in service management skills, including the ability to deal with day-to-day operational issues and experience in working with a Board of Directors of a community-based organisation.
- Strong written and verbal communication skills including the ability to document policies and procedures, complex correspondence, and meet a range of financial and reporting requirements associated with managing government funding and accreditation.
- Demonstrated ability to establish and maintain effective working relationships with partner agencies, and to work with key service providers as well as within communities
- Knowledge of or a capacity to gain an understanding of the Aboriginal and Torres Strait Islander communities and organisations along the South Coast
- Demonstrated capacity to work holistically and within a feminist, strengths-based framework.
- An understanding of child protection issues and mandatory reporting requirements.
- Demonstrated ability to incorporate quality assurance and risk management in daily practice.
- Current NSW driver’s licence.
- Current knowledge of Legislative Acts, including: (a) EEO, (b) Workplace Health and Safety and (c) Disability Services.
