Location: Sydney (Hybrid work arrangements are in place - 3 days in the office and 2 days at home)

This role sits within Digital.NSW in the Identity.NSW Legislative Reform team

About the team

The Identity Legislative Reform team is expanding so it can deliver on exciting new policy reform and legislative initiatives in the digital identity and verifiable credentials, identity support/remediation and digital identity strategy space. The reforms being developed by the team will continue to put NSW Government front and centre in leading the protection of identity for the people of NSW. This is particularly important as the people of NSW are sharing and using personal information online at an ever-increasing rate.

The team is focused on delivering a number of key initiatives outlined in the NSW Digital Strategy. This includes developing draft bills for introduction into Parliament and working across NSW Government to ensure policy and legislative initiatives are fit for purpose, consistent with other policy and legislative programs of work and are ultimately supported across government. The team also works closely with all states and territories and the Commonwealth to support the development of national alignment on digital identity policy and laws.

Your day-to-day

We are looking for a Policy and Legislation Manager who demonstrates strong leadership skills, builds rapport with a wide variety of stakeholders and has a can-do attitude. This will enable you to:

  • Lead research, analysis and interpretation of legislation from NSW and other jurisdictions
  • Lead a small team draft legislation for consultation and then introduction into and passage through Parliament. This will be done through assessing draft bills received from Parliamentary Counsel’s Office and preparing further drafting instructions to ensure the draft bill is consistent with the intention of the settled policy parameters. This will also involve the preparation of a bill folder to support the Minister during parliamentary debate.
  • Oversee the preparation of quality reports, consultation papers, cabinet submissions, briefs and correspondence.
  • Lead and facilitate stakeholder (internal and external to Government) engagement sessions on draft legislation and policy reforms.
  • Provide strategic advice to Senior Executives regarding current, evolving or emerging digital identity and legislative issues to facilitate executive decision-making and to promote national alignment on digital identity policy and laws.

To be successful in this role you will demonstrate:

  • Excellent written and verbal communication skills and experience in drafting a range of government documents including drafting instructions, reports, consultation papers, cabinet submissions, briefs, correspondence and speeches.
  • An excellent understanding of how government works and how to get things done using government processes, especially cabinet and parliamentary.
  • The ability to lead and manage a team of policy and legislation professionals to quickly interpret new information and provides strategic advice to Senior Executives on complex issues, particularly in relation to draft and existing laws.
  • The ability to manage complex consultations and negotiations while also building and maintaining positive relationships and networks across whole of government.
  • Relevant skills, experience or tertiary qualifications in law and/or policy development.
  • Experience in taking legislation through Parliament.

Salary Grade 11/12, with the base salary for this role starting at 145,378 base plus superannuation
