The Opportunity
The Organisational Enablement (OE) Business Unit is responsible for providing high-quality organisational capabilities and services that enable the Agency to focus on investing. These capabilities are provided by six functions, including Procurement.
We are looking for an experienced procurement professional to join the team as a Manager, Procurement Governance & Reporting. The candidate will be an extremely high performing procurement professional capable of enhancing procurement capability, compliance and outcomes through collaborating with stakeholders and leveraging data and insights to provide sound advice and influence decision-making.
The role will lead a specialised team within the Procurement function to ensure robust governance, compliance, and reporting frameworks are in place. The role will be responsible for shaping and maintaining procurement policy, procedure, frameworks, and tools that uphold procurement integrity, effectively manage risk and align with Agency policies and Commonwealth Procurement Rules (CPRs).
This role demands a strategic thinker with exceptional analytical skills, a collaborative approach, and the ability to deliver clear and actionable insights to drive value, ensure compliance, and foster continuous improvement. The role will help to ensure that procurement processes are transparent, efficient, and aligned with Agency and whole-of-government (WoG) priorities.
Key Responsibilities
The role of Manager, Procurement Governance & Reporting will encompass several critical areas, including compliance, stakeholder engagement, reporting, and procurement maturity.
You will be responsible for ensuring adherence to the Commonwealth Procurement Rules and other legislative requirements by establishing governance frameworks, drafting and refining procurement policies, and implementing risk management practices. This role also involves monitoring compliance, identifying opportunities for process improvement, and providing expert guidance on tendering and strategic procurement management to enhance efficiency and effectiveness.
You will build strong relationships across the Agency and with external stakeholders, providing strategic advice, and implementing effective engagement strategies. This includes collaborating with various internal teams, seeking feedback to improve relationships, and advocating for the Agency on whole-of-government procurement matters. Additionally, the role oversees reporting responsibilities, ensuring timely and accurate submissions of procurement activities, conducting data analysis to identify trends, and coordinating audits.
Finally, the role emphasises enhancing procurement practices through proactive leadership, developing training resources, and leveraging technology to streamline processes and improve decision-making across the Agency.
About You
Candidates for the position of Manager, Procurement Governance & Reporting should be degree qualified in law, finance, business, technology or a related field of study as well as hold a professional procurement qualification (e.g CIPS or WorldCC). Experience in procurement governance in government, financial services or investment fund management is essential, along with strong communication skills and the ability to build relationships across various organisational levels.
The position emphasises the importance of stakeholder engagement, effective reporting, and enhancing procurement practices through proactive leadership and technology. The ideal candidate will demonstrate a commitment to transparency, regulatory compliance, and continuous improvement, ultimately contributing to the Agency's investment goals and operational efficiency.
