Commercial Transactions Group
The Commercial Transactions group provides transaction advisory services and advice on whole of State negotiations to Government. This includes identifying asset reform opportunities to optimise the State's balance sheet management; advising and implementing on commercial transactions and negotiations; and leading the implementation and delivery of government priorities related to social, affordable and market housing.
About the role
This role leads a team responsible for the delivery and performance of the $2.8billion Victorian Homebuyer Fund in partnership with the State Revenue Office, and the Social Housing Growth Fund, to support delivery of the government's priorities in housing supply.
Key accountabilities
This position has the following responsibilities:
* Set and deliver the team strategy and priorities to meet expectations of the Executive Director, senior executives and Government;
* Lead a highly professional team that works both on policy development and implementation of housing delivery programs to increase accessibility, supply and diversity of housing;
* Influence, collaborate and build relationships with internal and external stakeholders, including those within and beyond government to drive outcomes relevant to the housing market and sector to achieve outcomes;
* Provide authoritative advice to the Executive Director and the Department's senior executive team and to Government;
* Provide a supportive, creative and achievement-orientated working environment that is both customer and results focused;
* Deliver the highly successful Victorian Homebuyer Fund, managing contracts and service delivery relationships to deliver an efficient program with successful outcomes; and;
* Leverage policy and commercial skills to develop options from development through to delivery stage, including via the use of commercial processes.
About you
We are seeking applications from candidates with demonstrable experience in:
* Exceptional analytic abilities in economics, finance, commercial and related fields, including working knowledge of housing markets and ability to provide creative and solution-oriented advice at a strategic level;
* Experience in managing competing priorities under tight deadlines and delivering development of business cases, economic cost benefit analysis, project evaluation and financial reporting, and navigating the machinery of Government;
* Demonstrated success in advancing policy development through to implementation and delivering projects, utilising commercial or quasi-commercial processes to achieve government's policy objectives;
* Track record in building stakeholder relationships across government and in the private sector (including with partners participating in government initiatives) and working with external partners to achieve Government's policy objectives;
* Strong negotiation, influencing and communication skills (written and verbal) with a proven ability to engage strategically with senior stakeholders both inside and outside of Government; and
* Demonstrated leadership skills and experience in driving high performing teams and managing people.
Experience and qualifications
* Extensive experience at a senior level in government and a comprehensive understanding of the workings of government.
* Extensive experience delivering policy, managing programs and managing resources in a complex environment requiring sound judgement and management of risk.
* Post-graduate qualifications in public policy, public administration, commerce or law would be advantageous
