Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.

VCAT

The Victorian Civil and Administrative Tribunal (VCAT) is a justice service that resolves a wide range of disputes for the Victorian community, including renting, planning, and consumer disputes. VCAT is committed to delivering an accessible service for all Victorians and is transforming our digital products and services to make it faster, easier, and more convenient for people to come to the tribunal.

VCAT has embarked on a digitally enabled service transformation focused on delivering enhanced online services for our users, end to end digital workflows in all our lists, and building an empowered and capable workforce who are receptive and ready for change.

About the Role

This role in the Civil Division will involve working with the Head of Division and the various Heads of Lists, as well as the Registrar, Civil Division and key registry personnel to establish and oversee case management procedures in the Civil Division.

The role includes utilising processes for the management of new applications and determining appropriate case management steps to be taken to assist in the efficient flow of cases through the litigation cycle. This role will initially have a particular focus on the management of complex and challenging Building and Property cases. It will also involve working with other Specialist Registrar Lawyers within the Tribunal to implement Tribunal wide processes.

The role is responsible for:

  • utilising expert knowledge of the Building and Property jurisdictions, and litigation processes to manage and oversee the daily review, triage and assessment of new applications and correspondence received from parties
  • working directly and collaboratively with the Head of the Building and Property List to transition agreed administrative and procedural activities from Members to the Registry and monitor delivery
  • actively engaging in processes to assist in the management of proceedings throughout the case lifecycle ensuring adherence to processes and actively identifying and removing barriers to resolution pathways
  • providing advice and guidance to staff within the Tribunal's registry, member support, and service delivery teams, contributing to knowledge and capability development of staff
  • preparing case correspondence, providing procedural guidance to tribunal users to ensure compliance with case timelines and information requirements and monitoring compliance
  • building and maintaining effective working relationships with a wide range of stakeholders
  • actively monitoring legislative changes and providing timely advice and guidance regarding those changes
  • exercise quasi-judicial delegated functions, including procedural orders, to support the efficient delivery of services and outcomes to parties

About You

The preferred candidate will be able to demonstrate:

  • excellent legal and procedural skills with experience in Building and Property law, Consumer law and litigation more generally
  • strong analytical and decision-making skills
  • superior communication skills; explaing complex concepts or issues, negotiating to resolve differences and finding resolution through a process of consultation
  • ability to apply analytical thinking and problem solving skills in relation to the legislative framework within which the Civil Division of the Tribunal operates to evaluate strategic implications and formulate respones to issues
  • confidence in making decisions and lead with responses to new and emerging legal issues within the field of expertise

Qualifications/Requirements

  • Be admitted, or eligible to be admitted, to practice law in the state of Victoria with relevant experience
  • Demonstrated understanding and experience with the litigation process, relevant legislation, types of claims and procedures of the Building and Property List (BPL) at VCAT
