Primary objective
Provide expert operational advice, leadership and governance in respect to emergency management (EM) and business
continuity (BC) arrangements for the Top End and coordination of the Northern Region Medical Group (NRMG).
Context statement
The position supports EM arrangements in Big Rivers (BR) and East Arnhem (EA) regions as required. The regions EM
arrangements work in accordance with overarching NT Health EM and BC Strategic Policy and Frameworks. The NRMG
arrangements work in accordance with the Territory Emergency Plan and the NT Functional Groups Framework.
Key duties and responsibilities
1. Initiate, lead, develop and implement operational emergency management and training initiatives, which ensure
compliance with legislation, regulations and standards, and provide opportunities to ensure continual improvement in
prevention/mitigation, preparedness, response and recovery plans.
2. Assume a leadership role in operational emergency management and business continuity planning, transitioning into the
principal advisor role to the Regional Executive Directors during response and recovery phases of major incidents and
emergencies.
3. Proactively identify and manage emergency management and business continuity related risks in consultation with key
stakeholders to ensure appropriate, innovative solutions are developed.
4. Cultivate internal and external stakeholder networks to nurture effective collaborative partnerships resulting in a
coordinated approach to emergency management.
5. Follow defined service quality standards, work health and safety policies and procedures relating to the work being
undertaken in order to ensure high quality, safe services and workplaces.
6. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Demonstrated extensive experience in emergency management arrangements at the whole of enterprise level including
planning, operations, logistics, community relations, education and training, ideally in a health context or in a
geographically dispersed organisation.
2. Extensive knowledge of legislation, regulations, standards and directives relating to emergency management
arrangements and business continuity including principles, practices and processes.
3. Demonstrated excellence in applying communication, negotiation, collaboration and conflict management skills to
achieve complex outcomes in a culturally sensitive way.
4. Experience conducting risk and threat assessments, then providing innovative mitigation strategies.
5. Extensive knowledge of public safety, workplace health and safety legislation, inspection requirements, rules, regulations,
precautions and preventative techniques for the protection of people, data and property.

This position reports to the Regional Executive Director.
