The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. We work to improve the lives of older people by maintaining the integrity of the aged care system.

About the Team

As a Section of the Regulatory Strategy and Policy Group, the Regulatory Strategy Section (the Section) supports the Commission to deliver its functions and achieve its goal of being a best practice regulator by influencing and/or leading the development of regulatory and aged care program reform, including legislative change, policy development and budget processes.

Improving the quality and safety of care and service delivery, and upholding the rights of older people receiving care is at the centre of our regulatory practice. The Section’s approach to understanding effective regulation is evidence and risk-based, strategic, coordinated and in line with Australian Government standards in best practice regulation.


About the Role

The Director, Regulatory Strategy reports to the Executive Director, Regulatory Strategy and Policy Group, leads a Section with responsibility for influencing and/or leading the development of regulatory and aged care program reform.

The primary function of the position is to lead engagement with internal and external stakeholders on the Commission’s strategic approach to aged care regulation, including implementing reform priorities, building strategic relationships and the development of new or enhanced regulatory approaches.


Position Duties

  • Leading and managing the development and implementation of regulatory and aged care program reform, including legislation and policy changes required to support the Commission’s regulatory framework across the Commission’s regulatory functions.
  • Working closely with the Project Management team to support the development and implementation of regulatory and aged care program reform projects.
  • Providing subject matter expertise into the development and changes of complex legislation and policy related to regulatory reform projects and the Commission’s regulatory functions.
  • Managing changes required to the Commission’s regulatory strategy and framework.
  • Reviewing and clearing high-level communications, including briefing material, for a range of audiences about complex legal, policy and procedural topics.
  • Developing and managing key strategic relationships with internal and external stakeholders.
  • Providing leadership, direction, and support to staff in a fast-paced and changing environment.
  • Engaging effectively with executives and a wide range of other staff across the Commission, other departments, agencies and stakeholders representative bodies.
  • Representing the Commission with credibility and professionalism.
  • Adhering to the APS Values and Code of Conduct.


Position Eligibility Requirements (Selection Criteria) :

To be successful in this role you will need to demonstrate the following:

  • Demonstrated capacity to conceptualise legislation and policy relevant to the Commission and its associated regulatory framework and what it means for the Commission’s day-to-day operations.
  • Demonstrated experience leading or being a key participant in a large implementation project, including understanding the change management requirements.
  • Demonstrated experience managing a team who are geographically dispersed, including providing leadership to support and build staff capability.
  • Understanding of the Commission’s role as an integrated, risk-based and rights respecting national regulator.
  • Demonstrated ability to effectively manage interpersonal relationships with respect and communicate with influence with internal and external stakeholders.
  • Highly developed written and oral communication skills and demonstrated ability to communicate information coherently and concisely to audiences with a range of backgrounds and cultures.
  • Demonstrated ability to set priorities, meet deadlines, work effectively under pressure and work effectively in a team environment.


Position Notes:

  • Salary offered will be between $141,487 - $167,513 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

  • Non-ongoing opportunity will be offered for an irregular/intermittent term. Opportunities will be offered for varying periods up to 12 months with the option to extend to a total of 24 months.
