THE POSITION:
The Digital Communications Officer leads the development and administration of AlburyCity’s corporate websites, intranet and other digital assets. The role ensures these platforms are user-friendly, current and align with AlburyCity’s strategic goals. Collaborating within the Communications & Engagement Team, this position delivers best-practice web experiences for a broad range of audiences and supports the delivery of digital design for internal and external stakeholders.


Responsibilities

KEY RESPONSIBILITIES:

  • Website & Digital Platform Management: Oversee AlburyCity’s websites, intranet and microsites. Advise stakeholders on best practices and change-manage new features. Ensure accessibility (WCAG 2.0) and compliance with industry standards and local government requirements. Use Google Analytics to monitor user engagement.
  • Web Development & Technical Support: Perform development (HTML, CSS, JavaScript), collaborate with IT and external developers, optimise performance (SEO, mobile responsiveness).
  • Content Creation & Management: Create and edit content for websites and digital platforms, ensuring alignment with AlburyCity’s strategies (AlburyCity Brand, Communications and Engagement Customer Experience, Engaging Albury, Engaging Our People and Towards Albury 2050). Optimise digital assets and ensure adherence to branding, style guides and accessibility requirements.
  • Strategic Communications & Marketing: Ensure digital content aligns with AlburyCity’s goals, working with Marketing for brand consistency. Support digital marketing initiatives and campaigns.
  • EDM & Social Media Management: Facilitate email campaigns via platforms like Mailchimp. Monitor social media using tools like Meltwater, ensuring integration across digital platforms.
  • Project Management & Collaboration: Use tools like Asana to manage digital projects. Collaborate via Microsoft Teams and SharePoint and deliver training on digital platforms.
  • Records Management & Compliance: Follow records management policies and ensure compliance with privacy and accessibility laws.
  • Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training.
  • Observe requirements of WHS legislation, relevant to the job and adhere to AlburyCity’s WHS policies and procedures.

EMPLOYMENT CONDITIONS:

  • Based on a 35-hour week, with actual days and times being 8:30am to 5:00pm, Monday to Friday, with an RDO in accordance with AlburyCity’s RDO guidelines.
  • This position may involve work outside normal working hours. Additional hours over the standard hours will attract time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor.
  • On occasions, there will be a requirement to attend meetings and events outside of normal business hours.
  • This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times, including when in public and when working remotely.
  • This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, such as walking and lifting, along with general manual handling tasks as part of a normal working environment. A medical declaration is required for this position.
  • This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority, in accordance with section 378 of the Local Government Act.
  • This position requires evidence of a current Australian National Police Check.
  • This position is subject to alcohol and other drug testing
  • This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required.

ESSENTIAL CRITERIA:

  • Qualifications in web development, communications, digital marketing, marketing, or related field and/or equivalent work experience

DESIRABLE CRITERIA:

  • Class C (standard) Driver’s License or Provisional License
  • Knowledge of government accessibility and privacy requirements.
  • Experience working in a Local Government public sector environment.

EXPERIENCE:

  • Demonstrated experience in managing and maintaining websites using a content management system (CMS) such as Squiz DXP.
  • Strong understanding of web accessibility standards (WCAG 2.0), UX principles and digital best practices.
  • Proficiency in using web analytics tools such as Google Analytics and Google Tag Manager.
  • Knowledge of SEO best practices and website performance optimisation
  • Demonstrated experience in design and management of content for other digital communications platforms EDM platforms (e.g. Mailchimp), social media monitoring tools (e.g. Meltwater) and project management tools (e.g. Asana).
  • Experience with digital asset management tools, including Adobe Creative Suite or Canva.
  • Proven success in project management.
  • Familiarity with records management systems (e.g. TRIM).
  • Proficiency in Microsoft Office, Teams and SharePoint for collaboration and document management.

SPECIALIST KNOWLEDGE AND SKILLS:

  • Advanced HTML5, JavaScript, CSS and templates that underpin an effective CMS.
  • Excellent written and verbal communication skills.
  • Digital design skills (specifically mobile-first/web design).
  • Research and analysis skills, specifically experience in Google Analytics.
  • Strong knowledge and experience using Indesign, Photoshop, Illustrator and Microsoft Office.
  • A solid understanding of SEO, content marketing, database management and electronic direct mail systems.
  • Knowledge of web content accessibility guidelines (WCAG 2.0), SPAM legislation and records management (TRIM).
  • Mentoring and/or training technical and non-technical individuals in online systems and processes.
  • Strong attention to detail and ability to manage multiple tasks.
  • Ability to work independently and as part of a team.
  • Problem-solving skills and the ability to troubleshoot website-related issues.
  • Strong stakeholder engagement and training skills for non-technical individuals.
