About Us:
The Department of Justice and Community Safety (DJCS) Police Policy and Strategy (PPS) business unit is responsible for coordinating, developing, implementing and reviewing police-related policy, legislation and programs in accordance with the Government's priorities. PPS also acts as a connector across the justice system and government more broadly, working closely with other DJCS business units, other departments, and Victoria Police, to provide strategic and technical advice on initiatives and reforms that relate to the police portfolio.
PPS provides high-quality, independent and strategic policy, legal and financial advice to the Minister, the Secretary, the Deputy Secretary, Police, Racing, Victims and Coordination, and the Executive Director, Police and Community Safety around these matters. It also manages key parts of the Minister's legislative program relating to the powers and governance of Victoria Police and regulatory responsibilities within the police portfolio.
Within PPS, the Strategy and Coordination team leads and provides input into projects, policy initiatives and reform programs affecting Victoria Police – particularly in relation to capital works, industrial matters, resourcing, police mental health, procurement and transformation. The team holds a critical role in supporting Victoria Police's financial sustainability work, and is responsible for administering the Victoria Police Death and Disability Benefits Contingency Fund. The team also holds a critical coordination function across a range of Steering Committees, Working Groups and Interdepartmental Committees, including the Police Ministers' Council.
About the Role:
The role of the Senior Manager includes leading a team of policy specialists working in a high volume, fast paced ever changing environment; overseeing high impact policy and organisational reform projects; providing critical and strategic thought leadership in relation to policing and community safety; and investing in networks and working relationships with Victoria Police, the department and other agencies to enhance effectiveness and achieve sound outcomes.
Additionally, the Senior Manager is responsible for providing leadership to the Manager of the Police Portfolio Support and Coordination (PPSC) team, which responds to the majority of correspondence addressed to the Minister for Police and provides briefings relating to a range of matters including crime statistics, ministerial events and parliamentary matters.
Some of your duties may include:
- Leading, developing and motivating the Strategy and Coordination team, ensuring the team delivers expert, knowledgeable, high quality and timely policy advice to the Minister for Police and Departmental Executives.
- Managing the delivery of the team's work program including establishing and managing ongoing mechanisms to ensure timely and high-quality delivery of key projects.
- Developing and managing positive relationships with key senior stakeholders including senior executives across the public service.
- Anticipating, responding to, and managing emerging issues and leading the provision of proactive, responsive, strategic, fit-for-purpose briefings on policy proposals, often with short turnaround times.
- Managing a diverse work portfolio that covers issues including Victoria Police finance, resourcing, capital works, mental health, entitlements, industrial powers and other emerging topics as required.
Strong organisational, critical thinking and interpersonal skills, and a commitment to collaboration, are essentials in the delivery of the position's purpose.
About You:
As our ideal candidate you will have the ability to:
- Demonstrate strong conceptual and analytical skills with a particular ability to develop strategic policy frameworks, devise plans and develop new initiatives that effectively address strategic, issues and operational requirements.
- Work autonomously and with limited direction, and be comfortable engaging with senior leaders and stakeholders, including the Executive Director – Police and Community Safety, and the Office of the Deputy Secretary – Police, Racing, Victims and Coordination.
- Analyse and understand financial information and provide strategic advice on budget and finance issues affecting Victoria Police.
- Drive a shared vision to achieve objectives and set a clear strategic direction that gains commitment from staff.
- Establish and maintain effective work teams, encouraging staff to take responsibility while supporting their career aspirations.
- Provide high-quality, timely and evidence-based strategic advice, even when faced with time pressures and limited information.
- Deliver strong management support and advice; and
- Contribute to and build a strong team and business unit culture.
Additionally, extensive knowledge and experience in the development and implementation of policy related to policing and the justice system would be well regarded.
Qualifications/Requirements
- Completion of a relevant tertiary qualification public policy, public administration or law is desirable.
