Are you an experienced HR Professional seeking to make a meaningful impact within APS?We are looking for professionals who can bring their expertise, initiative, and collaborative mindset to one or more of the following areas:
- Case Management - including workplace performance, conduct, and work health and safety (WHS) matters. You'll manage sensitive and complex cases with confidence, providing tailored advice and support to managers and staff, while ensuring compliance with policy and legislation.
- Capability and Learning & Development - drive the design, delivery and evaluation of development initiatives that build organisational capability. You'll partner with stakeholders to deliver impactful learning strategies, programs and frameworks aligned with business needs.
- HR Generalist - provide broad human resource support across the employment lifecycle, including workforce planning, recruitment, policy advice and performance management. You'll play a key role in enabling effective people practices and supporting strategic workforce priorities.
As a Senior HR Advisor, you'll be part of a supportive and high-performing team, where your contributions directly influence workplace culture, employee engagement, and organisational outcomes.
The key duties of the position include
Case Management
- Manage a broad range of HR casework - including complex employee relations issues, grievances, and sensitive complaints - with professionalism and discretion, achieving timely and appropriate resolutions in line with organisational policies and procedures.
- Develop case management strategies that support early intervention and constructive sustainable outcomes.
- Contribute to the development, review and implementation of relevant policies and procedures.
- Manage work health and safety matters, including coordinating responses to workplace incidents, conducting preliminary investigations, maintaining incident records, and ensuring timely reporting.
- Oversee rehabilitation and early intervention, cases, in accordance with relevant legislation (e.g. SRC Act, WHS Act), liaising with Comcare and other stakeholders to support employee well-being and successful return-to-work outcomes (WH&S Case Management).
- Coordinate and deliver HR and wellbeing programs to promote a positive, healthy workplace culture and improve staff engagement across the organisation (WH&S Case Management).
Capability (L&D)
- Manage the agency's Learning Management System (e.g. LearnHub) and related HR information systems, maintaining accurate training records and generating reports (using tools like Excel or Aurion) to support compliance and inform workforce development activities.
- Lead the coordination of corporate training initiatives, including leadership development, mandatory training, and onboarding programs.
- Collaborate with internal stakeholders to identify capability gaps and propose tailored development strategies.
- Manage external provider relationships, ensuring value for money and alignment with the CDPP's objectives.
- Contribute to the creation and implementation of a strategic capability framework that supports long-term workforce development.
Generalist and other:
- Provide consistent, accurate, and timely HR advice and support to employees and managers, ensuring clear guidance on HR policies, procedures, and upholding best practices.
- Support the CDPP's committees and governance forums by providing high-level secretariat services (such as preparing agendas, minutes, and briefing papers) and contributing expertise to inform discussions and decision-making.
- Identify and implement HR business process improvements to streamline operations, enhance service delivery, and ensure the HR function operates efficiently and effectively.
- Establish and maintain effective networks and relationships at all levels across the CDPP and with external partners (such as the APS Academy) to facilitate collaboration and share best practices in HR.
- Lead or contribute to the design and delivery of HR projects, ensuring initiatives are well-planned, delivered on time, and aligned with organisational priorities.
- Supervise and/or mentor junior HR staff (as required), providing guidance, feedback, and support to build team capability and ensure high-quality service delivery.
