The Department of Justice and Community Safety is seeking a Senior Manager, Policy and Education to provide a critical role within the Tobacco Regulation Project.

About the Business Unit

The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, the Tobacco Regulation Project (TRP) has been established to deliver the Government's commitment to implement a tobacco regulation and business licensing scheme.

Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria will implement a tobacco business licensing scheme and regulator to strengthen tobacco regulation. From 1 July 2025, tobacco retailers and wholesalers will be able to apply for a license to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in 2026.

About the Role

Reporting to the Executive Director, the Senior Manager Policy and Education will lead a multidisciplinary team to deliver legal and operational policy, education and engagement functions for the tobacco regulator, including:

  • Providing high-quality and authoritative strategic policy advice.
  • Developing and maintaining relevant legislation, regulations and operational policies.
  • Developing an appropriate evaluation strategy, including the approach for measuring the effectiveness and efficiency of tobacco regulation in meeting government objectives.
  • Identifying emerging complex or highly sensitive issues, risks and trends.
  • Establishing inclusive forums between the community, key stakeholders and the regulatory body to facilitate continuous access to consultation and feedback.
  • Designing, implementing and delivering effective education and engagement strategies and campaigns.

The role operates within a complex and dynamic environment that requires sound judgement and the ability to develop and maintain effective relationships with key stakeholders, using influence and negotiation skills to support the provision of clear advice to deliver effective, timely actions.

Core to being successful in this role will be your capacity to understand new subject matter quickly, demonstrate appropriate initiative, and an ability to write accurate, timely and audience-appropriate documents and briefings.

As the Senior Manager Policy and Education, some of your duties will include:

  • Leading the Policy and Education team to develop and maintain legislation, regulations and operational policies.
  • Managing and motivating a team of experienced staff delivering stakeholder engagement and education initiatives to foster stakeholder relations, improved education, and drive communication.
  • Providing high-quality and authoritative strategic policy advice, including on emerging complex and highly sensitive risks and issues.

About you

To be successful in this role, you will have:

  • Experience in the development and implementation of policy and education strategies to enable delivery of organisational strategic objectives and reform projects.
  • Highly developed knowledge and experience of public policy processes, including in relation to business regulation and broader social and economic policy issues.
  • Highly developed stakeholder management skills with experience in building and maintaining successful partnerships with a broad client base, including industry stakeholders, community groups and other government and regulatory agencies.
  • An understanding, or demonstrated capacity to quickly acquire an understanding, of the tobacco industry including the regulatory frameworks together with a sound appreciation of the government's social and economic objectives, in particular harm minimisation, and strategic priorities for regulation of the industries.

Qualifications

  • A tertiary qualification in law, public administration, regulatory studies, public policy, engagement or other relevant discipline, including experience in a leadership role, is desirable.
