About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Financial Services Division is responsible for designing and implementing financial management principles, processes and systems to ensure that managers have the necessary support to execute their financial management responsibilities. The Division is responsible for establishing the appropriate financial management and assurance environment within schools, groups, regions and the statutory authorities.
The Division also administers programs supporting students to access education provision including student transport assistance programs and the Camps, Sports and Excursions Fund.
The Division operates on three levels to fulfil its responsibilities:
* strategic to support decision making
* control, assurance and governance to ensure compliance with legislation and standards; and
* operational to provide functional support and service delivery.
The Division has a key role in supporting the second line of defence through its oversight functions.
About the Financial Systems and Projects Branch
The Financial Systems and Projects Branch is responsible for developing, supporting, maintaining, and continually improving the department's financial systems and applications.
The branch plays a critical role in leading financial system transformation projects and ensuring the systems are aligned with strategic objectives, user needs, and compliance requirements. It also provides technical and functional support for Oracle Cloud and associated finance platforms, ensuring integration, data quality, and user enablement across the Department.
About the Role
The Systems Integration Specialist supports and maintains over 50 live integrations across various departmental and external systems, ensuring data flows securely and reliably between critical platforms.
Key responsibilities include:
* Designing, developing, testing, and deploying integrations using Mulesoft, MFT (Managed File Transfer) and Oracle Integration Cloud (OIC), ensuring alignment with security protocols
* Managing key system integrations with AIMS, EduPay, The Academy (Salesforce), and Early Learning Centres (ELC)
* Supporting the integration of Security Incident and Event Management (SIEM) with Oracle Cloud Infrastructure (OCI) and enabling robust disaster recovery capabilities
* Managing audit-compliant password automation, file automation, and user security across the OCI console
* Acting as a key support and contingency for the Department's sole in-house technical resource, mitigating operational risk
* Troubleshooting and resolving frequent ODI load plan failures and other system issues affecting business-critical reporting
* Addressing legacy system issues to support ongoing reporting and end-of-month processing
This role reports to the Manager, Financial Systems and Projects and plays a pivotal part in ensuring the ongoing stability, scalability, and security of the Department's integration landscape.
Attributes
The ideal candidate will bring strong technical expertise and proven experience in complex financial systems integration, particularly within large-scale ERP environments such as Oracle Cloud. They will demonstrate:
* Proficiency in designing, developing, testing, and deploying secure integrations using Mulesoft and Oracle Integration Cloud (OIC)
* Deep technical and functional understanding of finance, procurement, and project management modules (e.g. GL, AR, AP, FA, CM, Procurement, Sourcing, Expenses)
* Strong diagnostic and troubleshooting abilities, particularly in resolving integration failures and data flow issues
* Excellent stakeholder engagement and communication skills, with an ability to translate complex system issues into clear business language
* Demonstrated experience managing integrations with systems such as AIMS, EduPay, Salesforce (The Academy), and Early Learning Centres
* Sound knowledge of audit-compliant automation processes (e.g. password management, file automation) and security controls within Oracle Cloud Infrastructure (OCI)
* Sound knowledge of ODI (Oracle Data Integrator) and managing the ETL loads
* Ability to work independently and collaboratively in a fast-paced environment with shifting priorities
* Strong documentation, functional testing (SIT/UAT), and performance monitoring skills
* Leadership in fostering a delivery-focused culture and mentoring peers within the integration team
* Experience in vendor engagement and management of deliverables against timeframes and scope
Mandatory Qualifications and Experience
* A relevant tertiary qualification in Information Systems, Computer Science, or a related field.
* Demonstrated hands-on experience maintaining complex system integrations within large-scale enterprise environments.
* Proven functional and technical expertise in any of the Oracle Cloud ERP finance, procurement, and project management modules (e.g. GL, AR, AP, FA, CM, Procurement, Sourcing, Expenses).
Desirable Qualifications and Experience
* Proficiency in integration platforms and tools such as Mulesoft, Oracle Integration Cloud (OIC), and Oracle Cloud Infrastructure (OCI).
* Experience with end-to-end Software Development Lifecycle (SDLC) and agile methodologies.
* Strong communication and stakeholder engagement skills, including experience preparing documentation, reports, and technical presentations.
