About the roleReporting directly to the Manager Campus Planning & Delivery, the Senior Procurement Specialist is responsible for managing the procurement activities and commercial contracts for TAFE Gippsland, including providing expert advice, evaluating offers, contract management and administration, supply market analysis and other general procurement activities. The Senior Procurement Specialist will design, develop and deliver TAFE Gippsland’s organisation wide procurement and contract management frameworks to ensure compliance with the Victorian Government Purchasing Board (VGPB) and best practice. This role leads and coordinates complex contractual negotiations and commercial relationships and builds and manages strong working relationships with key internal and external stakeholders and collaborative working relationships with peers.
About youAs the Senior Procurement Specialist you have significant senior level procurement, commercial contract management and tender processing experience, including a strong understanding of Victorian Government Procurement Guidelines. You operate as a subject matter expert with the ability to provide authoritative advice and produce persuasive communications for a broad range of stakeholders. You possess a high level of judgement based on deep experience, along with strong negotiation and influencing skills. You are an exceptional communicator with the ability to build effective stakeholder relationships at all levels and collaborate with internal and external stakeholders to deliver positive outcomes. You are proactive in identifying emerging issues, trends and potential risks to enable the development and implementation of early intervention strategies. You have excellent planning and organisational skills with a very high level of attention to detail.
Qualifications and experienceA relevant bachelor degree is highly desirableDemonstrated experience and knowledge of procurement, purchasing and contract management with at least 5 years of relevant experienceDemonstrated experience working within procurement guidelines, standards, policies and proceduresExperience in preparing the commercial and legal aspects of tender documents, evaluating tender proposals, negotiating contract terms and conditions and awarding contractsExperience with the implementation of commercial contract management and administration functions, including contract management systems and processes under a range of procurement methodologies
Mandatory requirementsCurrent Victorian Working with Children ClearanceCurrent Police Check (no older than 12 months old)Current Driver’s Licence (travel between campuses is a requirement of the role)
A six-month probationary period applies to this position.
