We are looking for a strategic leader as our ‘ Manager Digital Portfolio Capability & Resourcing’ , within our newly established Digital Portfolio Management Office (PMO). This is a permanent hire which can be based in any of our key locations, across Queensland including Brisbane (Newstead), Toowoomba, Maryborough, Rockhampton, Cairns, Mackay or Townsville.

From a Digital/IT standpoint, we manage and deliver multi-million dollar projects-including systems implementations, big data, cloud, AI technology, cyber security and customer platforms to ensure we keep the lights on for Queenslanders.

The Digital Division has recently undergone a large change / transformation project, resulting in the establishment of a brand new directive PMO structure. The PMO function is to operate at a strategic level in collaboration with senior executives across the business. The team is responsible for coordinating, orchestrating and assuring initiatives within the Digital Portfolio to achieve desired business outcomes. Our team’s vision is to become a centre of excellence in portfolio management, driving efficiency, innovation and continuous improvement within Energy Queensland.

The Opportunity:

The ‘Manager Digital Portfolio Capability & Resourcing’ ensures a strategic and tactical focus on resource planning considering required capabilities to identify the appropriate and optimised mix of delivery resources across the Digital Program of Work. This role needs to assess current and future workforce requirements by aligning to stakeholder needs, business and digital strategies and investment plans as well as market trends and target architecture. This role oversees multiple disciplines which provide quality assurance across all related delivery frameworks and standards.

Key accountabilities will include:

You will be leading, engaging and supporting a team of digital professionals covering project delivery, business analysis, testing, training, change, communications, project/program/portfolio support and commercial management to meet Energy Queensland’s Digital portfolio needs.

You will be developing and optimising resourcing and capability plans for all delivery disciplines including Project Management, Business Analysis, Testing, Training & Change Services and Portfolio Support to meet Digital delivery requirements. You will ensure effective risk and fiscal management of delivery resources and capabilities and oversee contingent workforce needs. You will implement and manage continuous improvement of a digitised resource management solution for resource profiling and management to optimise delivery resources across the Digital portfolio.

You will provide assurance of portfolio delivery capabilities through health checks, recovery services and governance forum participation. You will develop standards, frameworks and design business processes related to resource and capability development planning for the Digital portfolio. You will collaborate effectively while managing information and confidentiality in accordance with ring-fencing parameters. You will demonstrate a commitment to health, safety and the environment and support a diverse and inclusive workplace. You will ensure compliance with all relevant legislation, policies, procedures and practices.

Experience Required:

  • Lead people and build exceptional relationships across multi-disciplinary teams.
  • Foster teamwork with internal and external resources to meet strategic initiatives.
  • Develop and maintain team members' skills.
  • Apply portfolio and program management methodologies like P3O.
  • Apply relevant project management methodologies such as PMBoK.
  • Implement and operationalise frameworks and policies for portfolio management and governance.
  • Resolve complex situations and provide strategic advice to senior management.
  • Use high-level interpersonal communication skills to build and maintain stakeholder relationships.
  • Resolve conflicts, negotiate and influence to achieve quality outcomes.
  • Plan and schedule work flexibly in changing circumstances.
  • Manage multiple priorities, risks and stakeholders to meet deadlines.
  • Create and execute resourcing plans and strategies.
  • Operate collaboratively as part of an agile, high-performing team with a focus on customer benefits.
